Plenipotentiaries from the Universal Postal Union's 192 member states gathered at the 26th Universal Postal Congress in Istanbul, Turkey, to set the course for 2017-2020.
Congress is the supreme decision-making authority of the Union and meets every four years to define and adopt the road map for UPU activities for each work cycle. The current work cycle runs from 1 January 2013 - 31 December 2016.
